5.A) Amending Article III, The Mayor 1 Office Created: Qualifications, Term, Paragraph B - Absence or Disability of the Mayor by adding "The Mayor Pro-Tem shall retain voting privileges and membership to constitute a quorum when acting in the absence of the Mayor."

5.B) Vacancy

5.C) Amending Article III, The Mayor 6 Powers of the Mayor, by removing. "and the Mayor shall have the power to remove such heads of Department at any time he shall see fit without confirmation by the City Council." and by removing the term "other" from "The Mayor shall also have the power to appoint and remove all other employees of the City, such appointments and removals to be subject to the provisions of the Charter.
